The body-fat levels where abs appear
Ab visibility is mostly about how much fat sits on top of the muscle. The muscle is already there; it just has to be uncovered. Women naturally and healthily carry more essential fat than men, so their threshold is higher — this is physiology, not a lack of effort.

Why the lower abs are always last
The lower stomach is, for most people, the last area to lean out. There are no separate «lower ab» muscles — it is the bottom of the same rectus abdominis — but the fat over it is the most stubborn. That is why people can see their top two abs and still have a soft lower belly: it is not a training gap, it is a fat-distribution reality. More direct ab training will thicken the muscle but will not reveal it.
The only thing that uncovers them
A sustained calorie deficit. Ab exercises strengthen and grow the muscle, but they burn very little fat and cannot target the belly specifically. To lean out you need overall fat loss, which is driven by eating fewer calories than you burn — supported by enough daily protein target to keep the muscle you built while the fat comes off.
